March 26, 2004- On March 26, 2004 at approximately 3:50PM, Officer Rodger Leister with Owensville Police Department was dispatched to county road 1000S, approx. 1.5 miles east of State Road 165 to a report of a female stealing anhydrous ammonia from a tank that had just been placed in a farmer's field. Officer Leister, Gibson County Sheriff's Deputy Bob Hayes and Deputy Debbie Borchelt responded to the scene. The farmer then reported to the police as he followed a vehicle that picked up the female. Officer Leister and a Posey County Sheriff's Department deputy stopped the vehicle on Mulkey Road just inside Posey County. Officer Leister noticed that the female had a strong odor of anhydrous ammonia. Officer Leister arrested Cathy L. Kissel, 45, and Terry J. Spicer, 50, both of Evansville. Kissel was charged with attempted theft of anhydrous ammonia and five warrants out of Vanderburgh County and is being held in the Gibson County Jail on a $750.00 bond as of press time.
